Yes, you'll need to drill each allen bolt twice. It's easier to mark them at the appropriate spot NOW, while they're tight, then one at a time, take them off, drill them, replace them, and wire them.**Note: The technical info I provide is suggestive. I am not a perfeshunel.

Don't Know about Dave, but iffin you be talking bout AV style safety wire, yep gotta drill, insert wire and twist!!!! Stainless wire!!!!OLD SKOOL BIKERS RULE, WE DO WHAT IT TAKES AND LIKE IT!!!

They have bolts that are for safety wire applications with the holes already drilled in the bolts and fasteners. I have used them before, also for what you are wanting or asking about you will need one of these:
