i think its straw...down here most folks use it to keep the new grass seed in place and deter teh birds from coming around and eating all yer grass seed before it germinates.....helps to hold in the moisture while yer trying to grow grass

Yep it`s straw! toorglide hit the nail on the head of the use of straw!! cindy asked me what brick pavers were,so i had to post up n show her exactley what they were!! the sidewalk was a esy install ,but the back patio was alot of work even though it was 22'x16'. I had to remove about14" of dirt and a concrete sidewalk that wet from the stoop to the bilco doors! and under concrete walk i removed it had large stones that someone thought would support it !NOT! WAS ALL CRACKED UP!! oh n i had a well line coming into the house that was a challenge to the grade that i could set the pavers at !! and had to remove all the dirt n concrete by hand due to the well line!!no fun at all!!
